Leadership behavior is already being measured. It shows up in attrition data, in engagement scores gathered without leadership's involvement, in the story a stalled transformation tells an activist investor's due-diligence team, in what gets said about a meeting once the room empties. The only real choice a leadership team has is whether it sees that signal first, on its own terms, or finds out about itself the hard way, later, from someone else.

That choice is closing faster than most leaders realize. The EU AI Act sets governance and oversight obligations for AI systems that touch employment and workplace conduct, with Annex III requirements phasing in ahead of 2 December 2027. Organizations that build transparent, human-governed behavioral intelligence now will meet that bar as a normal part of how they already operate. Organizations that wait will be retrofitting it later, on a regulator's timeline instead of their own, with far less room to design it well.

This would not be the first time a practice that felt invasive on introduction became the baseline that separated resilient companies from the rest.
